From August 31 to September 1, the SCO Tianjin Summit was successfully held, attended by over 20 foreign leaders and 10 heads of international organizations. As a key follow-up event, the 8th China-Kazakhstan Entrepreneurs Committee Meeting took place in Beijing on September 2. The event attracted over 500 representatives from Chinese and Kazakh government institutions and businesses, including more than 70 heads of major Chinese enterprises. In a significant step for energy cooperation, under the witness of both countries’ leaders, GCL Group and Kazakhstan’s Integra Construction KZ (hereinafter “Integra”) signed a memorandum of cooperation to jointly advance key energy projects in Kazakhstan. This signing marks the culmination of multiple high-level interactions and deep strategic trust, embodying the spirit of the “Belt and Road” Initiative and promoting the green Silk Road. It injects robust momentum into the enduring comprehensive strategic partnership between China and Kazakhstan.Reflecting on GCL’s cooperation with Kazakhstan this year, the themes of “green transformation” and “mutual benefit” have been central. Earlier, GCL Group Chairman Zhu Gongshan led a delegation to Kazakhstan, engaging deeply with local government and energy institutions on green energy development, aiming to support Kazakhstan’s energy structure optimization through technology and industrial synergy. Subsequently, Integra representatives visited GCL, experiencing firsthand its technical expertise and project management capabilities. Through repeated exchanges, both sides built consensus and trust, laying a solid foundation for this memorandum.“The China-Kazakhstan Entrepreneurs Committee is a vital bridge for deepening practical cooperation between enterprises of both nations. This memorandum marks the transition of GCL and Integra’s partnership from strategic vision to practical implementation,” said Zhu Gongshan at the signing ceremony. As a key player in China’s green energy sector, GCL integrates its development into the broader “Belt and Road” framework. Located at the heart of Eurasia, Kazakhstan is a critical node in the Silk Road Economic Belt, with its energy transition needs aligning closely with GCL’s technological advantages and industrial resources. “We look forward to collaborating to implement the important consensus reached by our leaders, deepening cooperation in clean energy, new energy, power grids, energy storage, and computing power. By combining GCL’s expertise with Kazakhstan’s development needs, we aim to create a model for China-Kazakhstan energy cooperation and contribute to building a clean, safe, and efficient modern energy system in Kazakhstan,” Zhu added. The memorandum adheres to the “Belt and Road” principles of “consultation, contribution, and shared benefits,” reflecting a multidimensional approach to China-Kazakhstan collaboration:
· Cooperation Model: Leveraging the Astana International Financial Centre to establish a joint venture mechanism for resource integration.
· Financing System: Linking Chinese and Kazakh financial resources to create a synergy between industry and capital.
· Localized Development: Promoting employment, talent cultivation, and industrial linkage to enhance Kazakhstan’s energy self-reliance.
· Technical Support: GCL provides comprehensive services to ensure projects balance energy security and green transition goals.
“This is not only a strategic cooperation for green energy projects but also a prime opportunity to drive regional economic development in Kazakhstan, injecting new vitality into the ‘Belt and Road’ Initiative,” said an Integra representative. As China and Kazakhstan deepen their enduring comprehensive strategic partnership, energy cooperation remains a cornerstone and catalyst in bilateral relations. The successful signing between GCL and Integra marks a new starting point for their collaboration and a milestone in advancing the “Belt and Road” Initiative. Moving forward, as the strategic partnership progresses, both nations will achieve greater complementarity and mutual benefit in the energy sector, contributing “China-Kazakhstan wisdom” to regional energy security and green transformation, ensuring the voice of green Silk Road cooperation continues to resonate across Eurasia.
